VBIO - Custom control (VBX) that allows low-level file and disk access.
VB HelpWriter - I don't know about you, but I've always found writing help files more of a pain in the butt than writing applications! Applications like this one make quite a bit easier. Up until now, none of my applications had a real help system. ;)
MenuEv - Did you ever notice that there's no MouseMove event for a menu? So how would one go about displaying a brief description of the current menu choice in a status bar? Use MenuEv. It's a custom control (VBX) that fires an event each time a menu selection is highlighted. Ideal for a ToolTips-kind-of-thing.
VB Mail Extensions - A collection of custom controls (VBX and 16- and 32-bit OCX's) that enables a greater ease of use for mail related applications.
HexWorks - An EXCELLENT 32-bit hex editor! Every programmer's gotta have one!
FDFormat - General floppy utility, but it does format 1.7M diskettes. Useful for copying or mimmicking MS' DMF disks...among other things.

This is a collection of articles that contain countless pieces of useful information. Great for VB newbies. It's got things such as how to implement ExitWindows(), a simple procedure but yet elusive to new VB'ers.

Roadmap to Education and Certification - Microsofts Roadmap to Education and Certification, including sample exams, is a great way to kill your ego! ;) I thought I knew my stuff, but when it started asking about which pin of a parralell port was the send pin I had to throw my arms up in the air and ask "Who cares?" Well, that's the kind of nit-picky things they ask you on the exams. This also includes sample exams for everything that Microsoft offers certifications for, not just Visual Basic. If you were considering, or intend to, take a certification exam this is a good way to find out where you stand. It's also a great way to plan a course of study in order to pass an exam - thanks to yet another marvelous Wizard ( I'm beginning to wonder when there WON'T be a Wizard for something...)!
MS SoftLib - This is a Microsoft Access 2.0 database containing names and descriptions of all the files in the MS Software Library. In the MS Software Library are many, many files. If you use any MS product you may wanna take a look at this!
Carl'n Gary's VB File Archive - This is a direct link to Carl'n Gary's VB file archives. If you want to see all the other goodies they've got (highly recommended) then go to their home page.
WinSite File Archives - This is a direct link to WinSite's massive VB 3.0 file archives. WinSite also has a VB 4.0 file area, but it's not yet too impressive. There are also many non-VB related files of interest here; a good way to check'em out is to use your favorite Web browser and surf on over to http://www.winsite.com.
